2026 Election
Board of Directors Candidates
Billy Roberts
I am running for re-election to the Collington Board of Directors, where I have had the privilege of serving our community for the past six years. I have lived in the Tealby section of Collington since 2014 and would appreciate the opportunity to continue working on behalf of our neighborhood. You may also know me as the hot dog cook at the pool, a role I enjoy because it gives me another way to serve and connect with the community.
My family and I have enjoyed being active in the community. Since 2021, we have served in neighborhood leadership roles: my wife chaired the Events Committee from 2019 to 2021 and currently serves on the Pool Committee, and I have served on the Collington Board for the last six years.
Public service has always been important to me. In my previous neighborhood, St. Regent Lake, where we raised our two children, I served as President and on the Architectural Control Committee over a 17-year period.
I have worked in customer service for 48 years, which has strengthened my ability to understand complex situations, navigate difficult circumstances, and represent the interests of groups with care and fairness.
Our neighborhood is full of hard-working people who deserve a retreat while they are away from their jobs or off the clock, I believe our neighborhood has a chance to be a special place where residents can truly enjoy time with family and friends.
If given the honor of being re-elected, I will continue to represent all homeowners with honesty and integrity. As Election Day approaches, I would be grateful for your vote and support.
Miasha Gilliam-El
I am honored to call Collington Community home, and this September marks 6 years of living in a place I truly love. I am grateful for the sense of connection and community we share with our neighbors. Professionally, I am a Director of Nursing, certified Dementia Practitioner, Motivational Speaker, Pastor, Patient Advocate and instructor. I currently serve as a Board Member for the Patient Advocacy Committee and as a Patient Advocate for Momma’s Voices and the Preeclampsia Foundation. These experiences have strengthened my ability to listen, collaborate, solve problems, and turn shared goals into meaningful action. I am a wife, mother and grandmother. I would be honored to serve Collington with compassion, integrity and a genuine commitment to making our community even stronger. I believe in listening and being a voice for positive change. I give back through my Feed the city campaign, and I believe leadership is demonstrated through consistent service, compassion, and willingness to help wherever there is a need.
John Hilliard
My name is John Hilliard, retired from Richmond Gastroenterology in 2013. I have been a volunteer first responder in Chesterfield County for almost 60 years. Currently I am President of Forest View Volunteer Rescue Squad and Chairman of the Chesterfield Fire and EMS EMSAC Committee. In June I was Inducted into the Chesterfield County Senior Volunteer Hall of Fame.
For the last three years I served as Member-at-Large on the Collington HOA Board, proposing the installation of an AED at our clubhouse and pool and will support the purchase next year of a second AED for the neighboring courts for the safety of our members and guests. Additionally, I recommended the installation of signs on our walking trails advising that unauthorized motorized vehicles were not permitted on these trails. Collington Policy education and safety are my top priorities; therefore, I am asking for your support for my second term on the Collington HOA Board.

Theodore Ronald Wynne
I am a retired Field Test Engineer and have experience as an instructor for Class A CDL drivers. My wife and I are proud parents of five children and twelve grandchildren. I am a U.S.A.F Veteran and have completed a 1 year in Southeast Asia (Vietnam) from 1969-1971.
Presently, I am an Ordained Deacon in our church weekly services and spend time with senior citizens within the nursing homes and rehab centers in the Richmond and Chesterfield County.
I enjoy walking in the community, watching a good movie with my wife, and I am active doing moderate exercises at the ‘American Family Fitness Center”.
Upon given the opportunity to serve on the Board, I could contribute my supervisory and managerial experience. And I value the importance of being a team player, working with others to achieve a common goal.

Melissa Karlson
Collington has been an important part of my family’s life, and I would love the opportunity to continue giving back to a community that means so much to us. I have been an administrator of the Collington Homeowners Bulletin Board for three years, served on the Events Committee for two years, coached the Collington swim team, and, as a teacher for over 20 years, have taught many children from our neighborhood.
My background as a teacher, Realtor, business owner, and active community member has given me experience communicating with people, listening to different perspectives, solving problems, and finding practical solutions. As a Realtor, I also understand the importance of maintaining a desirable community and protecting property values.
I am approachable, willing to listen, and not afraid to ask questions or speak up. I would bring a balanced, common-sense perspective while working to ensure residents feel heard and proud to call Collington home.
