Ballot Collection Practice and Next Steps
Dear Collington neighbors,The board is issuing this statement to clarify recent discussion about ballot collection and to outline immediate steps the board will take.
Current practice: Ballot collection, as that term is defined in Virginia law, has been an accepted practice used by residents in our community for every past HOA election.
Governing documents: Collington’s bylaws and existing HOA policies do not prohibit ballot collection.
Transparency and review: The board will review this practice promptly and will propose a clear, written policy on ballot handling to remove ambiguity and ensure consistent, transparent procedures for future elections.
How to raise concerns: Residents with specific evidence of misconduct or procedural violations must submit it in writing to [email protected] so the board can investigate formally and respond.
Social media and community dialogue: Residents should rely on official board communications for factual information about HOA processes. Public posts that repeat unverified claims confuse and undermine community trust.
Commitment: The board is committed to fair, transparent elections and to adopting clear guidance where needed so residents can expect consistency and procedural integrity going forward.

My name is Connie LaRocca, and I’m excited to share that I’m running for a position on the Collington HOA Board of Directors! My husband and I moved to Ashville section in February 2024 from Syracuse, NY, where I’ve worked at Syracuse University since 1999. In my current position as an Identity & Access Management (IAM) Security Analyst, I help staff and students securely access university systems. In my previous roles, I supported applicants and families through the admissions and financial aid process—work that taught me the importance of clear communication, empathy, and problem-solving. My husband and I have two sons and a daughter who were active in hockey, crew, and gymnastics throughout their school years. I was always involved—volunteering as a team manager and participating in the PTO. Community involvement has always been important to me, and I’ve carried that spirit with me to Collington. Since moving here, I’ve attended Board meetings, joined the monthly bunco group, and you’ll often see me running along Collington Drive in the mornings. I love being part of this vibrant neighborhood and want to help ensure it continues to thrive. I’m running for the Board because I believe in representing all homeowners with honesty, integrity, and fairness. I’m a good listener, and I’m committed to working collaboratively to find solutions that benefit our entire community. Whether it’s improving communication, addressing concerns, or supporting neighborhood initiatives, I’m here to serve. I would be truly honored to earn your vote in the upcoming election. Scott Irick
My name is Scott Irick and my wife and I built our retirement home in Lavenham in 2017. I am a retired CPA and have previously served as a board member in several community-based organizations. My wife and I are avid hikers and enjoy playing pickleball. After being appointed to the Board in February, I served as the Chair of the Governance Committee and led the review of all current HOA practices (with a specific focus on procurement) noting deficiencies as well as opportunities for improvement. I also served on the Budget Committee, assisted in the latest update to our Reserve Study and spent time improving the HOA's record keeping practices. I firmly believe in transparency with respect to all HOA matters, and welcome resident input on any matter. Like you, I care about our community and keeping it the great place that it is to live and would greatly appreciate your vote in the upcoming election.
